WASHINGTON — Today, the U.S. House of Representatives passed the America Creating Opportunities for Manufacturing Pre-Eminence in Technology and Economic Strength (America COMPETES) Act. This bipartisan legislation will increase U.S. production of semiconductor chips, strengthen the supply chain to make more goods in America, and invest in scientific research and new technologies, while supporting strong labor standards and human rights. It includes Rep. Madeleine Dean’s Combatting Wildlife Trafficking Financing and Proceeds Study Act (H.R. 6477). These provisions will require the Treasury Secretary to conduct a study about global wildlife trafficking and its proceeds.

“The America Competes Act is the opportunity to revitalize communities across our nation that have suffered substantial manufacturing job losses for decades — my own district understands that pain,” Rep. Dean said. “This is simple, bipartisan legislation that should be easy for everyone in the House and the Senate to support – and get to the President’s desk to lift our manufacturing industry."

The America COMPETES Act includes investments for:

Supercharging investments in semiconductor chips with $52 billion to support U.S. production of semiconductors — a key component in consumer electronics, cars, healthcare, defense systems and other key products.

Strengthening supply chains and manufacturing at home with $45 billion to improve our nation’s supply chains and strengthen our economy and national security by preventing shortages of critical goods and ensuring that more of these goods are made right here in the United States.

Advancing American scientific research and innovation excellence with a suite of bipartisan science, research and technology bills to increase American innovation.

Promoting U.S. global leadership by positioning the interests and values of the United States to win on the world stage, including strong action to hold the People's Republic of China accountable for its trade abuses and human rights violations.

Rep. Dean is hopeful that the America COMPETES Act will be brought to President Biden's desk to bolster American manufacturing and global leadership.

Rep. Madeleine Dean is a mother, grandmother, attorney, professor, former four-term member of the Pennsylvania House of Representatives, and U.S. Representative for the Fourth District of Pennsylvania.
